Diplomacy

Diplomacy can take many forms, such as communication directly or via others, and communication via private or public messages. Most of the actual game diplomacy is handled in the Forums

You can also buy and sell resources on the Market.

When you visit someone's Profile page and click Diplomacy it will take you to your Inbox, allowing you to create a message to be sent to that person. From your Sent items view you can see if the target has read your message yet.
